Community Action Partnerships of Western Nebraska (CAPWN) is a non-profit community-based health and human services organization that serves low-income, disadvantaged and those unable to meet their needs through other sources. The agency was established in 1965 and provides services to over 9,000 individuals, children and families in three main areas:
Community Health Services: WIC, Commodity Supplemental Food, Foster Grandparents, Migrant Seasonal Head Start, and Child Development Center.
Clinical Health Services: Primary Care, Reproductive Health, Diabetes Management, Immunizations, Migrant Health, Ryan White HIV; Behavioral Health including Counseling Services, Medication Management, Medication Assisted Treatment and Substance Use Counseling and Intensive Outpatient Services and Dental Services.
Supportive Health Services: Family Stabilization, a Teen Outreach Program, SOAR, Youth Leadership Program, Youth Shelter and Housing Assistance Programs.

Health Information Systems Manager
Exempt | Monday - Friday, Daytime hours, No Weekends!
This is an Onsite position only!
Areas of Responsibility: Administer Electronic Medical Record (EMR) system for all medical, behavioral health and dental programs. Oversee development and implementation of ongoing EMR staff training program. Oversee integrity of medical record and HIPAA requirements. Supervise Clinic Systems Technician, Health Information Systems (HIS) Analyst and Medical Records staff.
Major Duties:
- Oversee the day-to-day operations of all EMR platforms.
Deploy and provide ongoing support of health information management systems as part of the system’s overall project management plans.
Oversee implementation of and timely training for related EMR platforms. IE: Success Community, Patient Archive, Virtual Visits, Nextgen EDI, Tableau, e-fax and patient portal.
Identify and manage the implementation of new features, interfaces or upgrades to the EMR platforms.
Manage, develop and provide ongoing training of EMR systems for all existing and new staff.
Provide safeguards to protect personal health information, quality and integrity of the data.
Study Uniform Data System (UDS) manual, attend webinars, upload analyzed data into the UDS Electronic workbook and research and make changes to workflows based on results.
Facilitate the Health Center UDS quarterly committee that meets to review UDS measures to identify gaps or issues with data input that will drive improvements in EMR workflows.
Serve as liaison to the Heartland Helpdesk (HCCN).
Coordinate with Health Center IT Director to ensure ongoing IT support of platforms.
Oversee naming convention and data entry standardization of EMR platforms.
Oversee the data entry for the National Ambulatory Medical Care Survey (NAMCS) CDC quarterly database CCD/CCDA export.
Plan and coordinate EMR and quality assurance related audits.
Perform data validation testing.
Communicate system changes or outages within the EMR platform to the affected users.
Oversee scanning and attaching processes related to the EMR platforms.
Self-manage and prioritize daily schedules, work effectively in a collaborative style with internal and external stakeholders, team members, and managers.
Participate in the Health Center Quality Assurance/Quality Improvement (QA/QI) committee and QA/QI activities.
Maintain records systems and other potential protected information as required by HIPAA, PCMH, FTCA, and corporate compliance.
Oversee the Relias on-line training system administration.
Build and maintain the Service Item Master (SIM billable and non-billable codes) library within the EMR once the Billing Manager has approved the correct codes that need to be added, edited or deleted.
Maintain confidentiality of records and communications following HIPAA privacy and security policies and procedures.
Responsible for hiring, onboarding, directing, and mentoring staff, including communicating job expectations, providing performance reviews, and managing corrective actions.

Working Conditions:

Physical Requirements:

Minimum Qualifications:
Grade: 16
- One year's management experience in a healthcare setting preferred.
- AA degree in Health Information Technology (RHIT), business, health care or computer related field.
Minimum of one year’s experience using an Electronic Medical Record (EMR) or case management software platform required.
Experience utilizing a relational database with responsibility for data import & mapping, data cleanup, and data export preferred.
Experience with Microsoft Excels’ graphing, pivot table, and other advanced data visualization and data manipulation functions preferred.
General knowledge of HIPAA laws and how they apply to accessing data within a software system to be able to correctly set the security permissions within software preferred.

Bachelors' degree with emphasis in Health Information Management (HIM) - RHIA, research, planning, statistics or system analysis OR three years’ experience administering an EMR system.
Six years direct experience in healthcare and/or administering an EMR system.
